April 1, 2024Meat, Livestock, and Fish Inspection Division of Davao City Veterinarian’s Office conducted a post meat establishment control monitoring last March 26, 2024 at Marfori yielded to the confiscation of approximately 160 kilos of pork in violation of RA 10536 (Meat Inspection Code of the Philippines) and City Ordinance #0291-17 Series of 2017.The said meat was disposed at Malagos condemn pit. February 15, 2024Meat, Livestock and Fish Inspection Division of Davao City Veterinarian’s Office conducted a post meat establishment control monitoring last on January 28 and Feb 9, 2024 which yield to the confiscation of 238.2 kilos of assorted pork meat and lechon and 319.1 kilos of assorted pork meat, lechon and native chicken, respectively, at Libby road, Talomo, Sta Ana, Sasa, Buhangin, and Cabantian. Police blotter was lodged. All confiscated meat were disposed at Brgy. Malagos’s condemn pit, City Pound Compound. This is in violation of RA 10536 (Meat Inspection Code of the Phil) and City Ordinance 158-05 series of 2005, as amended. September 13, 2023September 13, 2023 The Animal Health Disease and Control Division of Davao City Veterinarian’s Office conducted a monitoring for ASF (African Swine Fever) and AI (Avian Influenza), surveillance and geo-tagging in Barangay Malagos of Baguio District, Barangays Tamugan and Marilog Proper of Marilog District Davao City. Swines/Pigs, Goats, Poultry, Cats, Dogs and Ducks were monitored, and geo-tagged. All animals are apparently healthy. The Davao City Veterinarian’s Meat Enforcement team confiscated approximately 66.5 kilos of pork (41.5 kilos of pork lechon and 25 pork carcass) in violation of RA 10536 (Meat Inspection Code of the Philippines) and City Ordinance 158-05 as amended. June 5, 2023Davao City Animal Disease Diagnostic Laboratory (DCADDL) of Research and Laboratory Division under Davao City Veterinarian’s Office conducted a three-day Hands-On Training on Basic veterinary Laboratory and Standard Operating Procedures to city veterinarian’s employees. The training was lead by Ms. Noreen J. Eng, RMT section head of DCADDL. The training program was designed to inculcate additional knowledge of the basic hygienic veterinary laboratory practices among the employees. It was conducted in three batches with 5 participants per batch. It also include hands-on processing of the different laboratory tests conducted by DCADDL. March 29, 2023March 8, 2023 Meat, Livestock, and Fish Inspection Division of the Davao City Veterinarian’s Office conducted a post meat establishment monitoring and confiscated 31.5 kilos of fish (kitang) in Pag-asa private market and 19.1 kilos of fish (kitang) in Bankerohan Public Market. All are illegally caught fish in violation of RA10654 (Amended Fisheries Code of the Philippines). The said confiscated fish were donated to CSWDO. Also on March 15, 2023 The team also confiscated 5.9 kilos of illegally caught fish and was donated to Bahay Pag- asa, Bago Oshiro. February 6, 2023R&L Division conducted Geo-Tagging using Open Data Kit (ODK) with Global Positioning System (GPS) essentials orientation to all encoders of City Veterinarian’s Office Districts. The said activity was to orient the personnel on how to encode their data and by using GPS to tag their specific area. January 27, 2023Fish and Fishery Products Inspection, activities, and accomplishments in the year 2022, inspected 10,904,531 kilos of Fish and Fishery Products, and a total of 10,904, 051 kilos passed the inspection. 15 monitoring activities on illegally caught fish and Off-Grade fish were conducted, 149 kilos of Off-Grade fish were condemned, and 375 kilos of illegally caught fish were confiscated. All illegally caught fish confiscated were donated to different charitable institutions managed by CSSDO/CSWDO of Davao City. For Red Tide Laboratory activity and as a part of the Red Tide monitoring, a total of 877 Laboratory tests (Mouse Bio-assay examination) were conducted on all “Tahong” or Green mussels that arrived at Davao City and all 877 Laboratory tests were negative to Paralytic Shellfish Poisoning and safe for human consumption.314,260 kilos of “Tahong” were inspected and a total of 314,230 kilos passed the inspection, 30.1 kilos of “Tahong” were condemned due to mishandling. January 19, 2023This is the first year that restrictions due to the pandemic were lifted.  Economic activities all over the country are almost back to normal before the pandemic hit.  However, did they redound to the agriculture sector, particularly our food animal industry?  How was it translated into the production and consumption of meats in Davao City? The annual targets posted before the start of the year reported an accomplishment of more than 100% to as high as 144% turn-over of food animals inspected and passed in our legitimate slaughterhouses.  The former accounted for carabeef with 2,889 heads (546,715kg) being slaughtered, while the latter was for chevon at 977 heads (18,672kg).  Poultry registered 136% with 46,254,854 birds (54,965,252.75kg); cattle at 128% with 4,916 heads (797,179kg); and hogs at 109% with 190,353 heads (14,393,178kg). Here are the numbers in the tables: While all the livestock and the poultry industry may be considered gainers vis-á-vis the declared targets, the same cannot be said about the same industries the previous year.  The overall number of livestock being slaughtered was down by about 5% or a total of 199,135 heads (15,755,744kg) compared to last year’s 208,948 heads (16,064,765kg).  Although poultry for the first time registered a downtrend of about 5% in the second semester of the year, it remained positive with an increase of more than 10% from last year’s 41,794,323 birds (48,330,426.14kg). Consistent with good hygienic slaughtering practices, meat inspection’s condemned primal parts of meats were up by more than 13% or a total of 76,625kg compared to the previous year’s 67,736kg.  The majority of this was contributed by condemned primal parts of poultry and hogs, at 36,221kg and 31,144kg, respectively. Not with standing the closure of two locally registered slaughterhouses in Calinan and Toril, this city, monitoring of meat establishments increased to more than 7% in the number of establishments from last year’s 194 to this year’s 208.  The post-abattoir control and monitoring team operations confiscated about 1,557kg of hot meats.  This was also up by more than 7% from the previous year’s 1,444kg of meat confiscations.  Seized meats were disposed of accordingly following the issuance of appropriate documents.  Blotters of incidents were lodged in police stations; and notably, repeat offenders were issued with show cause orders and or, summonses. The team was able to catch on an act an ongoing illegal slaughtering which resulted in the confiscation of one whole carcass of Culled Boar at Purok 6, Brgy. 5-A, Pag-Asa, Bankerohan with approximately 370 kilos more or less. Confiscated tahong  (green mussel) 30.1 kilos more or less at Rasay Street, Bankerohan Public Market in violation of City Ordinance #0173-05 series of 2005.The confiscated tahong was poured with creolin (a disinfectant) and disposed of directly into the garbage truck. September 20, 2022On March 18, 2022, City Veterinarians Office received a letter request from the Bureau of Animal Industry to join this national evaluation for RAPID IMMUNOCHROMATOGRAPHIC TEST (RICT). Davao City Animal Disease Diagnostic Laboratory (DCADDL) was included in this national evaluation study. RICT was developed at OITA University in Japan. RICT is a Rabies Diagnosis without craniotomy (Straw sampling method). August 24, 2022The Animal Husbandry, Disease Prevention & Control Division of the Office of the City Veterinarian continued to provide services in all barangays in Davao City through Veterinary Integrated Barangay Extension Services (VIBES). VIBES is one of the methods of reaching farmers in remote places. This is a one-day event that provides a variety of services in one place and is a collaborative effort of the livestock inspectors to maximize the services provided to our farmers and to raise awareness about proper animal care and handling to increase productivity, farm outputs and prevent animal diseases of economic importance. Vaccination against Hemorrhagic Septicemia in cattle, carabaos, and goats, rabies vaccination in dogs and cats; hog cholera in pigs, avian pest in poultry, artificial insemination in cows and carabaos, pregnancy diagnosis in female cows and carabaos, deworming, and vitamin supplementation, fecal sample, and blood collection are among the basic services provided by this program. Artificial insemination (A.I.) for cattle and carabao is also used for breeding purposes in locations where bull and carabao are scarce. AI also tries to improve the genetics of local breeder stocks to improve meat and milk production. August 2, 2022In the latest year (2022), the Intensification of Rabies Control Program of the Office of the City Veterinarian has proven its effectiveness in repressing the Animal Rabies cases in Davao City. The four (4) components of the program, namely: Impounding, Neutering, Vaccination, and Information Education Campaign (IEC), with diligent attention to the Promotion of Responsible Pet Ownership (RPO). Eradicating rabies by controlling the dog and cat population in the most humane way possible is neutering. By sterilizing dogs and cats, pet owners will do their part to prevent the birth of unwanted puppies and kittens. Neutering and spaying prevent unwanted litter, help protect pets against some serious health problems and may reduce many of the behavioral problems associated with mating instincts and eventually control the spread of rabies. Limiting the dog and cat population does not only help lessen the occurrence of rabies transmission but also eases the target required for optimal rabies vaccination coverage. One of the humane approaches in controlling the dog and cat population is only through sterilization methods such as Castration. City Veterinarian’s Office (CVO) targets to castrate 7000 heads of dogs and cats until first quarter of the calendar year 2023. Since January up to July of the current year, there were 37 out of 182 barangays that were provided with free pet castration services . A total of 2,936 heads were castrated; 1,658 dogs and 1,278 cats, with 2,121 clients served. May 31, 2022The National Meat Inspection Service RTOC XI launching this year’s recognition for the Best LGU Public Market in Davao Region which  commence this month of May and the final evaluation will be in October 2022 in Celebration  of Meat Safety Consciousness Week .  The program aims to ensure the continuity of meat safety in post abattoir and provide a safe and quality meat to the consumer. The public markets to join this activity are Bankerohan, Agdao, Toril, Mintal , Calinan and Bunawan. The evaluation is targeted once in every 2 months. In coordination with the LGU of Davao particularly the Meat, Livestock and Fish inspection Division of City Veterinarian’s Office started the evaluation of meat section in Agdao  with 34 stalls and Bunawan Public Market with 3 stalls  last May 13, 2022. On May 20, 2022, meat section of the public markets in Toril, Mintal and Calinan were evaluated having 44, 14 and 33 stalls, respectively. The Bankerohan Public market will be scheduled soon. Evaluation criteria focus on Good Manufacturing Practices that includes personal hygiene, display table and counters, equipment and utensils being used, display of meat that includes documents (MIC’s, COMI’s) and waste disposal.  The checklist provided is based on IRR of PD 856 (Sanitation Code of the Phils) ; NMIS AO 5 & 6 ( Rules and Regulation on Hygienic Handling of  Newly Slaughtered, Chilled  Frozen and Thawed Meat in meat markets). April 28, 2022Rabies Awareness and advocacy is a year-round campaign that peaks during Rabies Awareness Month. The National Rabies Prevention and Control Committee (NRPCC) and the Philippine Veterinary Medical Association (PVMA) are working together to achieve the goals of Republic Act No. 9482 (Anti-rabies Act of 2007), which aims to protect and promote people’s right to health through various prevention and eradication procedures. For the next five years, the theme is “Rabies-free na pusa’t aso, kaligtasan ng pamilyang Pilipino” (2022-2027). As a result, the campaign focuses on teaching pet owners about the importance of having their dogs and cats registered and vaccinated; as well as, controlling the dog population, improving the health and welfare of both owned and stray dogs, reducing the number of stray dogs to a manageable level, and promote responsible pet ownership. Rabies is a human infection caused by a transdermal bite or scratch from an infected animal, such as dogs or cats. Rabies is a commonly misunderstood disease that is 100 percent lethal but 100 percent avoidable. Although it is not one of the top causes of death and morbidity in the country, it is regarded as a significant public health issue because it is one of the most quickly lethal infections. In line with the celebration of the Rabies Awareness Month the City Veterinarian’s Office held a FREE neutering where all pets are welcome to participate which began on March 3, 2022 to selected 12 barangays in Davao City namely Brgy. Catalunan Grande, Brgy. 1-A, Brgy. Bago Gallera, Brgy. Catalunan Pequeño, Brgy. Langub, Brgy. Ilang, Brgy. Riverside, Brgy. Tugbok Proper, Brgy. Centro Agdao, Brgy. Hizon Brgy. Los Amigos, and Brgy. Tacunan with a total of 1, 468 no. of heads castrated and 1, 028 no. of clients served . March 31, 2022The Post Abattoir Monitoring Team of the City Veterinarian’s Office conducts regular  monitoring and inspection activities in various related meat establishments of Davao City.  From March 10 – 14, 2022, 67 meat establishments were inspected and monitored. Hot meats or meats displayed without a valid Meat Inspection Certificate were confiscated.  This violates the provisions of RA 9296, as amended by RA 10536 and City Ordinance 158-05, as amended by City Ordinance 0291-17, on illegal slaughtering.  The confiscation was in coordination with the Talomo Police Station, and at the same time blotter of the incident was also lodged thereat. On March 4, 2022, as part of the continuing Information, Education & Communication (IEC) Campaign, the Meat, Livestock and Fish Inspection Division conducted a re-orientation seminar for butchers at Bankerohan Livestock and Multi-purpose Cooperative (BLMC) in Maa Slaughterhouse on Good Manufacturing Practices, Good Hygienic and Slaughtering Practices and other related provisions.  The said activity maintained the COVID 19 minimum health standard protocol.  The IEC benefited 45 butchers. February 27, 2022The National Dairy Authority (NDA) invited the City Veterinarian’s Office to the turn-over ceremony of the Dairy Animals Distribution Project.           The event was held on February 18, 2022, at 9:00 in the morning, at Barangay Salaysay Gym, Marilog District. A commitment of the Department of Agriculture – National Dairy Authority through the initiative of Hon. Senator Cynthia Villar for the dairy development project in Davao City.           Fourteen (14) pregnant dairy cows were given to 1st batch of members of Salaysay Dairy Farmers Association. Only the initial batch of the 100 heads dairy animals was committed by NDA for Marilog District. Before the recipients availed themselves of these cows, they underwent a series of training regarding Dairy Management and Milk Production. They were required to prepare a pasture area that would be sufficient for the daily feed ration of the cows. Apart from the dairy pregnant cows, recipients were also given milk cans and record books. February 19, 2022The Office of the City Veterinarian has promoted the benefits of NEUTERING to control the dog and cat population and prevent unwanted litter as part of the Intensified Rabies Control Program. Every year, thousands of unwanted dogs and cats, including puppies and kittens, are impounded and euthanized because they ended up abandoned and left wandering on the streets. To address the increasing population of dogs/cats, especially stray, and utilizing neutering, we can also deal with rabies incidences: the lesser the strays, the lesser the rabies cases. Many pet-owners in Davao City have taken in preventing the birth of unwanted puppies and kittens- proof that many have pledged to be responsible for their pets. Lessening and or preventing unwanted litter also aids in protecting dogs and cats against serious health problems such as uterine infections, prostatic hyperplasia, ovarian or testicular cancer. CASTRATION may also reduce many behavioral problems associated with the mating instinct, such as aggressiveness, fleeing, digging, and marking, making the animals less inclined to roam and more content to stay at home. For the year 2022, the Office of the Davao City Veterinarian aims to strengthen the neutering service for the public. Every Tuesday and Thursday, free neutering is now available at our City Veterinary Clinic located on Ground Floor, City Hall Annex Building, Magallanes Street. Although we only offer castration (the removal of the testicles from the male dogs and cats), we can prove that this is cost-effective and more efficient than spaying (to remove the ovaries of an animal so that it cannot become pregnant). The logic behind it is a 10-is-to-1 scenario (10:1). Many claimed that ligation should be prioritized over castration since it is the female animal that will get pregnant. However, in a household with 10 female dogs and 1 male dog, there is a 100% probability that the 10 female dogs will not get pregnant if the male dog is castrated. On the other hand, if only one female dog is spayed, there is still a 90% chance that the other nine female dogs can be impregnated by the one uncastrated male dog. The 10-is-to-1 scenario will also improve the practice of responsible pet ownership since pet owners will not let their female pets from associating with other male dogs or cats and prevent them from getting pregnant. For the cost-effectivity, a bottle of general anesthetics can castrate up to 20 male dogs or cats; versus consuming a bottle of anesthetic and can only spay 5 female dogs or cats. Imagine how much savings we can get if we focus on castration than spaying or doing both surgeries. At the start of the year 2022, we have castrated a total of 616 dogs and cats, with 432 clients served. For the past three years, districts of Talomo, Buhangin, and Tugbok has the most incident of rabies, and so we conduct regular free castration in these areas. January 27, 2022The City Veterinarian’s Office is at the core of the system for the prevention and control of animal diseases.  As part of its Disease Prevention and Control Program, Barangay Animal Health Day is conducted regularly. The goal is to reach farmers from rural puroks/barangays and offer them veterinary services such as vaccination, deworming, vitamin/mineral supplementation, fecal sample collection, and treatment. Vaccination Vaccination is very effective in the prevention and control of many diseases, namely- Hemorrhagic Septicemia, Avian Pest, and Hog Cholera. These are just some of the economically significant infectious diseases that can heavily affect the progress and development of the livestock and poultry industry, especially in Davao. In the last quarter of 2021, an estimated total of 454 heads of livestock animal  (cattle, carabao, goat, horse, sheep, etc.) vaccinated against Hemorrhagic Septicemia; 1,832 swine heads against Hog Cholera; and 19,202 poultry heads against Avian Pest with an estimated overall total of 408 farmers accommodated. Most of them are from far-flung areas such as Marilog, Paquibato, Tugbok, Calinan, and Baguio Districts. Deworming and Vitamin/Mineral Supplementation Deworming is also essential in removing disease-causing parasites that may result in discomfort or death if left untreated. Vitamin supplementation, on the other hand, is essential. Vitamins help maintain normal physiological functions for growth, body development, and reproduction. Regular deworming and vitamin supplementation will ensure that livestock animals maintain their general good health and improve animal productivity. In the last quarter of 2021, an estimated total of 11,202 livestock animals were dewormed, and 523 farmers served. 11,192 animals supplemented with vitamins and minerals, with 664 farmers served.    Animal Treatment There are many types of approaches to treat various animal sicknesses. The last quarter of the year 2021 was the most challenging one, treating abscesses on animals caused by infection. An abscess is an accumulation of pus under the skin that may be accompanied by pain, heat, and swelling on the affected area. Early detection and diagnosis are some of the key mechanisms to prevent animal disease progression. Also, seeking assistance from veterinarians is recommended in providing proper diagnosis and treatment. In the last quarter of 2021, an estimated total of 515 livestock animals were treated, with 106 farmers served. Aside from abscesses on animals, treatment of lice infestation is also common in some rural parts of Davao. Fecal Sample Collection In connection to treatment, fecal analysis is an effective means of diagnosis of any infection, presence of parasite, and malnutrition. In the fourth quarter of 2021, a partial total of 54 fecal samples from 18 clients were collected and submitted to Davao City Animal Disease Diagnostic Laboratory located in Ma-a for analysis. The result and recommendation will provide the livestock technicians with an appropriate approach to administrating treatment. Diseases affecting livestock can have a devastating impact on animal productivity and production, livestock trading, meat, and other meat by-products, on human health, and, consequently, on the overall process of economic development. January 16, 2022The Davao City Animal Disease Diagnostic Laboratory (DCADDL) of the City Veterinarian’s Office continues to conduct different laboratory tests on pets and livestock animals to ensure public health safety. With an emphasis on animal health and encouraging farmer recipients to adopt improved animal husbandry practices and health care management. The DCADDL received a total of seventy (70) tissue brain samples, fifty-one (51) are canine brain and nineteen (19) feline brain samples for rabies diagnostic examination. 58   brain samples came from the different districts of Davao City, five (5) brain samples from Davao del Norte, five (5) samples from Davao del Sur, one sample from Davao de Oro, and a sample in Cotabato. Laboratory personnel also conducted animal fecal examinations on large and small ruminants from the different districts of Davao City.   A total of six hundred eighty-six  (686) fecal samples from livestock animals were submitted and analyzed for internal worms. DCADDL personnel served two hundred eighty (280) clients/farmers. The surveillance and monitoring for African Swine Fever (ASF) continue in Paquibato, Toril, Baguio, Calinan, Talomo, Tugbok, and Buhangin Districts. Samples of blood,  tissue, and meat by-products were collected in Bankerohan Public Market and Ma-a Slaughterhouse and submitted for RT-PCR tests. Three hundred thirty-nine samples (339) (broken down as 69 blood samples,  a tissue sample, 258 environmental swabs, and 11 meat by-products) were collected to undergo testing.  Samples collected were sent to the Department of Agriculture-Regional Disease Diagnostic Laboratory RFU XI and University of the Philippines Genome Center for Polymerase Chain Reaction (PCR) testing. Collection of swine blood samples at Brgy. Bunawan Proper on January 13, 2022. Blood samples gathered from different species of livestock animals: bovine, bubaline, caprine, and poultry,  were likewise sent to the Department of Agriculture-Regional Disease Diagnostic Laboratory RFU XI  for examination and proper disease identification and monitoring of animal diseases in Davao City. Eighteen (18) Complete Blood Counts (CBC) from dogs and cats were collected and performed. December 28, 2021On December 1, 2021, the Department of Agriculture, Regional Field Office XI delivered 130 heads piglets to Brgy. Dominga, Brgy. Lamanan and Brgy. Inayangan as part of the Repopulation Program of the African Swine Fever (ASF) affected areas.  These hogs are sourced by the Bureau of Animal Industry (BAI) from certified ASF-free farms and serve as sentinel pigs. Listed below is the distribution of the animals. DISTRIBUTION OF PIGLETS Barangay No. Of Heads No. Of  recipients       Lamanan 30 10 Inayangan 40 15 Dominga 60 30 Daily monitoring of hogs ensues, following the Sentinel Protocol stipulated in Administrative Order No. 30, Series of 2021 of the Department of Agriculture.  The herd will be under observation for forty days for any clinical signs related to ASF and other infectious diseases.  The farmer recipients of sentinel stocks, and with the supervision of the  City Veterinarian’s Office personnel, must submit the duly accomplished  ASF Health Declaration Form (Annex F) to the BAI and DA ASF Prevention and Control Program. On January 10, 2021, the last day of monitoring, the Davao City Animal Disease Diagnostic Laboratory (DCADDL) personnel under the City veterinarian’s Office will collect blood samples from the sentinel pigs for ASF Test.  If results are positive, the depopulation of the herd follows.  But if the test results are negative, the sentinel pigs can be slaughtered for human consumption or use as breeders.  Once all the representative animals in the three barangays tested negative for ASF antigen, the DA will upgrade the ASF Zoning Classification of the areas from Pink (buffer zone) to Yellow (surveillance zone). To recall, in February 2020, African Swine Fever infected three barangays, namely,   Dominga, Lamanan, and Inayangan.  It resulted in the depopulation of hogs within a one-kilometer radius of the infected areas to contain the disease.  And as a consequence, the livelihood of swine raisers was greatly affected.  However, to lessen the financial strain, the distressed farmers were indemnified by Mayor Sara Duterte-Carpio, and by the Department of Agriculture, Regional Field Office XI. December 5, 2021With the issuance of Mission Order, the monitoring team conducted Post-abattoir/Meat Establishment Monitoring last November 14, 2021, in Cabantian, Buhangin, Ilang, Tibungco, Indangan, and Bunawan. The said operation resulted in the following: Issuance of Post-Meat Establishment Receipt- for not having Meat Inspection Certificate (MIC) at the time of inspection. The team confiscated more or less 54.2 kilos of pork Lechon,  and, approximately 130 kilos of raw pork carcasses readied for roasting as Lechon. These are all in violation of the provision of RA 9296, as amended in RA 10536 or The Meat Inspection Code of the Philippines and City Ordinance No. 0291-17, as amended or The 2017 Revenue Code of Davao City. November 23, 2021The Davao City Animal Disease Diagnostic Laboratory (DCADDL) of the Research and Laboratory Division of the City Veterinarian’s Office received two (2) new laboratory equipment in October 2021,  the Inverted Flourescent Microscope and the Molecular Centrifuge.  The purchase of these newly bought pieces of equipment has been made possible thru the office budget approved by the City Government of Davao. The Inverted Flourescent Microscope is one of the pieces of equipment needed to conduct the confirmatory test known as the Fluorescent Antibody Test (FAT) in rabies diagnosis recommended by the Worl Health Organization (WHO).  The addition of this new equipment completes the animal rabies laboratory of the city that caters not only to its constituents but also offers services to the rest of the  Davao Regions.  The installation of the Inverted Flourescent Microscope took place at the DCADDL Building at Ma-a, Davao City.  Mr. Risolord de Guzman, Technical Support representative of Omnibus Bio-Medical Systems Incorporated,  assembled the equipment . Inverted Flourescent Microscope Installation of the Inverted Flourescent Microscope by Mr. Risolord de Guzman, Technical support representative of Omnibus Bio-Medical Systems Incorporated The purchase of another equipment, the Molecular Centrifuge, is in preparation for the DCADDL upgrading of another laboratory unit, the Molecular Laboratory Unit.  The addition to the Real-Time Polymerase Chain Reaction (RT-PCR) machine donated by the City Government of Davao for the African Swine Fever (ASF) Test, we are slowly completing the laboratory.  We expect the RT-PCR unit to operate by the year 2022.  Likewise, some of the equipment and laboratory supplies we expect to be delivered before the year ends.  However, an online demo on the installation of the molecular centrifuge by Mr. Matthew T. Claudio, Field Application Scientist of the Noveau Laboratory, was done last November 10, 2021, and attended by the DCADDL laboratory personnel. November 4, 2021In February 2020, Davao City announced during a press briefing that the city was no longer free from African Swine Fever (ASF) after Barangays  Lamanan,  Dominga, and  Lamanan of Calinan District tested positive for the disease. The ASF-IATF and the Rapid Action Team spearheaded by the City Veterinarian’s Office quickly responded to the outbreak by conducting depopulation of hogs within a 1-kilometer radius from the infected area. The city immediately stopped the movement of live pigs and their by-products to control the spread of the virus. As a result of the incursion, 4,394 swine heads were culled, and 947 swine raisers indemnified. The farmers were advised to engage in another livelihood. It’s only the Department of Agriculture that would declare these affected barangays free from African Swine Fever. Once declared ASF-free, the farmers can go back to raising hogs. Resorting to another livelihood was not easy for most of the affected hog raisers, and until now, they have not recovered from their financial losses. A year after the outbreak, the need to help ASF positive areas recover from the dreaded African Swine Fever disease is vital to increase the supply of pork products and by-products in the market. The reason that the Department of Agriculture launched the Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) Program, which envisions implementing calibrated repopulation and enhancement of the local swine industry through a strategy called “Clustering”. This strategy would help identify the farmer cluster/farmers association/cooperatives and individual farmer members affected by ASF. Guided by the Department of Agriculture RFO XI, together with the City Veterinarian’s Office of Davao, a series of ASF Environmental Swabbing for Repopulation on Sentineling was performed.  City Veterinary Office has evaluated farmers’ beneficiaries for sentinelling from the three (3) affected barangays in Calinan District. The identified farmer cluster would be prioritized as beneficiaries in the distribution of  sentinel pigs. The sentinelling is a prelude to the Department of Agriculture’s swine repopulation program to increase hog production, and subsequently, stabilize the supply and prices of pork.             A total of 130 sentinel pigs would be distributed to the ASF-affected barangays of Calinan District to 55 hog raiser recipients. November 4, 2021Neutering is one of the approaches of the City Veterinarian’s Office to achieve a rabies-free Davao City. It is a humane way to control the spread of rabies by preventing unwanted litters and increase of stray animals. Throughout the years, increasing number of pet owners are taking part towards responsible pet ownership by submitting their pet dogs and cats for castration. The office usually conducts free neutering service en masse and in an open space like a gym or a covered court in a barangay. During barangay mass neutering activity, the castration team can accommodate up to fifty (50) heads in a day. However, considering the current COVID19 situation, the office resorts to an approach that will not delay the provision of service, and compromise the clients’ and the employees’ health. That is why, after the conclusion of the renovation of our veterinary clinic located at Ground Floor, City Hall Annex Building, Pichon St., Davao City early this year, our veterinary clinic opened its doors for neutering service. Our newly renovated veterinary clinic may not accommodate as much as in a covered court or gym, but it can regularly operate weekly every Thursdays and Fridays, except holidays. Availing clients can book or reserve a slot ahead of time by submitting their full name, cellphone number, and number of dogs/cats to be castrated (with a minimum of three heads per client) directly at our clinic or by calling to our hotline 241-1000 loc. 352. Instructions of what to bring, as well as, what to do before the operation, will be texted on the cellphone number they have provided a day before the scheduled appointment. September 22, 2021An additional twenty-four (24) hog raisers whose pigs were affected by the African Swine Fever (ASF) from Brgy. Colosas Proper, Colosas, Paquibato District were recommended by the City Veterinarian’s Office to City Mayor Sara Duterte to avail of the Department of Labor and Employment’s (DOLE) TUPAD Program. The Tulong Panghanapbuhay sa Ating Disadvantage/Displaced Workers (TUPAD) is a community-based package of assistance that provides emergency employment for displaced workers, underemployed and unemployed poor.   From the DOLE, the fund for the program is being downloaded to the Local Government Unit (LGU) through the Public Employment Service Office (PESO). Each beneficiary was paid Php 396.00 for a day’s work for a total of Php 3,960.00 per recipient equivalent to a 10-day work period.  The payout was made on August 26, 2021 by the personnel from the Public Employment Service Office (PESO) with the assistance of the City Veterinarian’s Office District Head, Mr. Reynaldo Abonero and Livestock Technician, Arcelie Cadiena.  The total amount disbursed to the recipients was Php 95,040.00. � [...] Read more...
October 18, 2019The City Veterinarian’s Office together with the Agricultural Training Institute XI launched its season long training on Farmers Livestock School on Halal Meat and Dairy Goat Production and Halal Free Range Chicken Production.           The launching was held last August 22, 2019 for Halal Poultry at Purok Uyanguren, Barangay Tigatto, Buhangin District and for Halal Meat and Dairy Goat Production at Barangay Pañalum, Paquibato District last August 23, 2019.             Traditionally, Halal is a term exclusively used in ISLAM which means permitted or lawful. Nowadays, there is a strong demand for HALAL products in a number of non-Muslim countries for both Muslim and non-Muslim consumers since Halal products are also growing in popularity due to positive perception that Halal products are healthier, safer and Halal meat is produced from animals subjected to humane animal treatment. Halal requirement meet many of the conventional quality standards, such as ISO 9000, Good Hygienic Practices (GHP), Good Manufacturing Practices (GMP), Veterinary Inspection, Codex Alimentarius and Hazard Analysis and Critical Control Point (HACCP). With its implementation, better and quality foods will be produced.             This season long training shall have at least 16 meetings starting August to December 2019 with 2 Technicians as Facilitators who will be in charge of the flow of activities. The poultry and goat participants shall be provided with chicken and goats. They will maintain 3 Participatory Technology Demonstration (PTD). One for conventional approach in raising the stocks, one organic approach and the approach for Halal. There will be a comparison of the results for the 3 PTD’s in every meeting. At the end of the studies they will identify which practice is best suited and more economical to be applied. The feedbacking during meetings would determine what went wrong and what went right.             The FLS learning process builds on the existing knowledge of farmers, enabling them to combine and evaluate new and existing technologies in their own environment which will lead them to become more responsive to changing conditions. This approach would also teach farmers on the importance of record keeping so they are able to determine the cost involved during and after production.             Through this program, Halal way of production is introduced in the same way it will help farmers- Muslim and non-Muslims shift from their simple backyard raising into an enterprise. October 17, 2016September 28 marks World Rabies Day. This is a global health Observance that started in 2007, to raise awareness about the public health impact of human and animal rabies. World Rabies Day is an opportunity to reflect on our efforts to control the deadly disease and remind ourselves that the fight is not yet over. In line with this, the office of the City Veterinarian Celebrated this occasion at Brgy. Centro, Agdao and Toril, Davao City. Activities with regards to intensified rabies control program was conducted. These include anti-rabies vaccination, information education communication (IEC), vitamin supplementation, deworming and castration of dogs and cats. The activities were spearheaded by the Animal Husbandry and Disease Control Division. Personnel from the Research and Laboratory Division together with the Department Head Dr. Cerelyn B.
